I am honored to address the Commandant, and through his dignified intermediary, the Instructors, Professors, and Cadets of that prestigious institution, molder of leaders, with the objective of expressing in the name of the members of the Military Academy "Mariscal Francisco Solano Lopez", of the Republic of Paraguay, a fraternal salute, enduring friendship, and sincere congratulations on the occasion of the commemoration of March 16, 2002, the Bicentennial of its foundation.
