Governance and Commitment to Rules Compliance
The area of Governance and Commitment to Rules Compliance refers to the governing
chain of command for athletics, the integration of athletics into the
institution's mission, and provisions for following NCAA Rules for
student-athletes. Th seven operating principles and a brief synopsis
of each are given below. Mr. Ron Salvatore is the chair of the Subcommittee
on Governance and Rules Compliance.

Institutional Mission. Athletics should relate clearly to the
mission of the institution, support the educational objectives of the
institution, and result from a process of development and periodic review
in a process that involves all major constituent groups.

Institutional Control. Athletics should be subject to the chain
of command as the rest of the institution.

Presidential Authority. The chief executive officer of the
institution should ultimately be responsible for the conduct of athletics.

Shared Responsibilities. The athletics program shall be an integral
part of the educational enterprise of the institution. As such, appropriate
institutional constituencies shall have the opportunity to provide input
in the formulation of policies relating to the conduct of the athletics program
and scrutinize the implementation of the policies.

Assignment of Rules-Compliance Responsibilities. Institutions
shall have a set of written policies and procedures that assign specific
responsibilities in the area of rules compliance.

Rules-Compliance Accountability. Rules-compliance shall be the
subject of an ongoing educational effort, and the commitment to rules compliance
shall be a central element in personnel decisions within the athletics
department.

Rules-Compliance Evaluation. The institution will have its rules
compliance program audited by an external authority on a periodic basis.
