Directorate of Information Management (DOIM)
25-1. Mission

Provides services and support to the Garrison, Staff, and Faculty in the five disciplines of Information Management/Information Technology (IM/IT): Automation, Visual Information (VI), Communications, Records Management, Printing and Publications.

Functions

a. Supervises the subordinate organizations to effectively support USMA in IM/IT, including policy formulation, operational planning, resource programming, and program execution.

b. Develops, coordinates, operates, and maintains integrated automated data systems in support of academy management and installs and operates STAMIS in support of the installation.

c. Develops, coordinates, operates, and maintains integrated VI and instructional technology systems in support of academic departments and all other command activities.

d. Provides advice to the command in IM/IT matters to improve effective use of IM/IT resources in fulfilling the USMA mission.

e. Performs systems planning and overall automation program coordination, assuring appropriate support to automation system users and effective application of automation resources.

f. Operates the command's data processing activities, communication, VI and instructional technology facilities.

g. Exercises staff supervision over the acquisition, control, and disposition of IM/IT equipment and administers the command IM/IT program and budget.

h. Develops command IM/IT policy, recommends priorities, and exercises IM/IT approval authority for the Superintendent.

i. Functions as the primary command focal point for information management matters.

j. Manages USMA communications, records management, and has staff responsibility for printing at USMA.

k. Operates the classified records storage area, reference library, mail and distribution facility, and publication and blank forms storage and issue facility.

25-3. DOIM REO

25-3.1. Plans Office

25-3.2 Business Office

Responsible for planning, programming, budgeting, and execution of the DOIM budget and managing the directorate’s civilian authorizations. Also is responsible for providing the Contracting Officer Representatives (COR) and quality assurance oversight for the directorate’s contracts.

a. Monitors civilian personnel administration functions and strength management, to include recruitment, position management, and employee relations for the directorate.

b. Monitors change to directorate organization for the development of manpower review documents. Prepares the directorate’s TDA.

c. Prepares the directorate’s funding programs and budgets including the POM and the CBE, OPA, and special (gift, endowment, etc.) monies. Prepares the directorate’s obligation plan.

d. Coordinates external memoranda of understanding, memoranda of agreement, and ISSA. Reviews or coordinates the review of externally prepared policy documents.

e. Validates and reports changes in the directorate’s organization, mission, and functions.

f. Coordinates and monitors the Army Management Control Program for the directorate.

g. Conducts customer surveys regarding services provided by DOIM activities.

h. Performs COR oversight duties for all contracts.

i. Maintains the office machine density list.

j. Performs administrative duties associated with various DOIM ADPE equipment maintenance contracts.

k. Serves as USMA liaison with the Document Automation and Production Service.

 25-4. DOIM MEO

 25-4.1. Resource Management  

a. Distributes funds, monitors financial obligations for DOIM MEO

b. Performs administrative services such as personnel management, key control, and quality control.

c. Provides equipment requisitioning, receipt, issue support, office supply management, and

government credit card management oversight for all DOIM MEO organizations.

25-4.3. Operations Division (OPS)

Consists of the Engineering, Communications and Computer Operations branches and the consolidated help desk.

 a. Implements USMA IM/IT policies and priorities.

b. Operates and maintains assigned computer systems, and related peripheral and remote terminal equipment.

c. Performs systems analysis and programming for all approved USMA-unique administrative applications and information systems.

d. Performs data reduction, data transcription, and data and document input/output control.

e. Schedules execution of USMA-unique MIS for optimum computer resource user and usage satisfaction.

f. Provides ADP technical assistance to all users. Through the Computer Information Center Help Desk, enters and records all customer service requests into a locally managed database for improved work-order management and service quality.

g. Provides specialized ADP instruction to the West Point community (exclusive of cadets).

h. Maintains a library of documented computer programs and systems for specialized and general use.

i. Prepares and publishes newsletters and other customer information media.

j. Maintains, modifies, and updates systems software to include network interface software.

k. Administers ADP standards program to include quality assurance and development and enforcement of operating procedures.

l. Performs database administration to include data base analysis, design, management, and quality assurance.

m. Ensures security accreditation of the computer facilities.

n. Allows authorized users access to the time-sharing systems by issuing unique user identifications and passwords.

o. Recommends assignment of military programmers and provides career development opportunities.

p. Develops, coordinates, and implements plans for the optimum utilization of ADP resources at USMA, to include system configuration, personnel training, and equipment procurement.

q. Establishes policies and procedures for the identification, control, integration, reporting, and contract monitoring of USMA computer/communications systems, end items, and components.

r. Evaluates all requests for IT computer communications equipment, software, and services at USMA to determine the functional validity and technical feasibility of the requested items.

s. Formulates, executes, and updates the division budget accounts.

t. Provides incoming and outgoing record message service via the Defense Message System (DMS), and facsimile service for USMA.

u. Manages data communications resources at USMA and the inter-working of USMA local area networks with long haul, off-post data networks.

v. Provides the installation automated systems security manager to be the focal point for all such matters. Monitors security postures of all computer/data communications systems.

 25-4.3.1. Engineering Branch

 Provides technical and consultative engineering support to the USMA's voice, data, video and sound systems.

a. Coordinates and plans current and future requirements.

b. Provides input for the voice, data and VI infrastructure development for the U.S. Military Academy.

c. Establishes, writes and reviews contract Performance Work Statements/Statements of Work to provide additional support for the mission as required.

d. Researches technology applied to television, audio, and computer driven production and postproduction equipment.

e. Provides technical assistance, consultation, and guidance on the implementation and operation of voice, data, audiovisual and instructional technology equipment and systems.

f. Provides IT cost estimates for military construction projects (MCA).

g. Provides independent government cost estimates (IGCE) for IT projects.

h. Establishes, writes, and reviews Submittal/Request for Proposal (RFP)/Statement of Work for installing, removing, or replacing voice, data and video communications cabling.

n. Configures, installs, operates, and maintains a wireless segment to the USMA wired data network.

25-4.3.2. Communications Branch

Responsible for the design, acquisition, installation, integration, operations and maintenance of the official communications systems. Provides radio frequency management for the installation. Maintains the infrastructure cable supporting official services (to include data network, telemetry, alarms) and unofficial telephone service. Serves as the installation circuit manager. Advises on acquisition of telecommunications services and equipment. Designs, installs, maintains, and operates the local area data network and monitors the usage and provides access to the Internet, NIPRNET, and DREN in addition to providing remote access to the post network. Oversees the design, installation, operation, and maintenance of the official voice communications systems and the design, installation and maintenance of the infrastructure supporting alarms, telemetry, and other systems requiring transmission over twisted pair copper and fiber-optic cables.

a. Provides technical advice and assistance to all data communications users at West Point.

b. Coordinates data circuit requirements.

c. Manages the installation, maintenance, and operation of West Point local-area networks and other data communications facilities.

d. Identifies, evaluates, and recommends data communications products to solve short-term problems and satisfy long-term needs for data communications at West Point.

e. Installs, manages, and maintains devices attached to the West Point local-area network.

f. Performs analysis of data communications hardware/software and develops functional specifications for interface software for all computers, microprocessors, and communications controllers.

g. Develops, coordinates, and implements plans to expand local-area and inter-networks and to interconnect USMA local-area networks with long-haul data networks.

h. Provides for data network administration which includes placement, configuration, procedures, and protocols for internet and intranet communications, digital data switch configuration, and remote access methods.

a. Designs, installs, coordinates, operates, and maintains integrated voice communications systems in support of all West Point activities.

b. Coordinates with the NETCOM and the DISA for development and award of contracts to support telecommunications services.

c. Coordinates with the NETCOM for development and award of the Administrative Telephone Service (ATS) contract.

d. Serves as technical advisor and provides communications support for installation emergency operations.

e. Serves as technical advisor and designs, coordinates, and establishes communications systems to support E911.

f. Serves as technical advisor for the design, integration, installation, and implementation of all new communications systems and equipment.

g. Designs, installs, operates and maintains voice mail, conferencing bridge, automated attendant, and voice bulletin board services.

h. Develops and compiles mid and long-range telecommunications requirements and provides technical assistance and advice in their design, procurement, and use.

i. Serves as the frequency manager for West Point.

j. Serves as a technical advisor to the Barracks Information Technology (BIT) program and contract.

k. Administers the Personal Identification Number (PIN) system to track accountability of all long distance telephone calls.

l. Reviews all telecom bills for errors and over-charges. Coordinates with service providers to correct errors.

m. After verification from organization IMOs certifies all toll calls IAW AR 25-1.

n. Arranges for payment of all telecom bills. Collects and deposits all reimbursement checks for unofficial calls.

o. Establishes cell phone contracts for post use.

p. Contracts for local commercial telephone service for key areas for use during major outages.

q. Establishes a communications disaster recovery plan for major disasters.

r. Serves as the DOIM representative for the USMA “Dig-Safe” program.

s. Responsible for ordering and tracking all long haul and local commercial voice telecommunications service requests through the DISA and commercial vendors.

t. Responsible for installation, operation, and maintenance of Integrated Systems Digital Network (ISDN) circuits to support Video Teleconferencing (VTC) facilities.

u. Provides and maintains the fiber-optic cable infrastructure that provides data, voice, CCTV and telemetry functions on post.

v. Manages the official government calling card program for West Point.

w. Provides, operates, and maintains a non-tactical digital trunked radio system in support of public safety and force protection.

x. Provides the copper cable infrastructure in support of special circuits, telemetry, alarms, intercoms and other special uses.

y. Establishes and maintains a cable lease agreement with service providers providing services to unofficial West Point customers.

z. Produces and distributes telephone bills for verification.

aa. Reviews all major construction projects for voice and data design to ensure requirements are met.

bb. Evaluates, recommends, and develops projects that conform to long-term installation information architecture.

cc. Serves as liaison to local communications companies.

dd. Assists in the management of communications facilities (i.e. cell towers).

ee. Serves as telecommunications liaison with the White House Communications Agency, the United States Secret Service and the local vendors during Presidential and Vice-Presidential visits. Manages and coordinates special telecommunications needs of distinguished visitors or other high-ranking government or military officials. Coordinates special services and other telecommunications requirements for all Army NCAA sporting events.

25-4.3.3 Computer Operations Branch

 Provide staff, faculty and cadets at the United States Military Academy with service and administrative support for Electronic Email, Web mail, Defense Message System, Army Standard Information System and the USMA Cadet Information Database. Provide file storage, print service, and backup/restore services. Provide a centralized location which house servers that support these various functions. Server support includes both hardware and software maintenance and required hardware and software upgrades.

 a. Provides users with technical assistance on automation initiatives, and provides referral service to assist them in dealing with the IM/IT of the DOIM. Interface with other DOIM elements to coordinate services for USMA customers/requestors.

b. Hosts hardware and software displays and demonstrations of IM/IT capabilities.

c. Provides initial guidance in the establishment of, and participates in, installation IM/IT user groups.

d. Provides consultation and user support to the USMA community. Assists users in selecting appropriate products for their applications.

e. Evaluates new technology to determine its applicability and practicality.

f. Performs IT equipment utilization accounting and reporting for all branch-owned equipment.

g. Schedules IT equipment maintenance, determines priorities, and reports maintenance credits, if owed to the government.

h. Monitors all computer hardware contracts for branch equipment.

i. Controls incoming/outgoing classified and unclassified message traffic.

j. Maintains vendor operating systems and systems software and monitors the performance of all systems-software related contracts.

k. Maintains command-unique systems software. Performs systems software analysis, design, and programming. Performs recovery of operating systems and systems software failures.

l. Maintains systems start-up (generation) media. Provides technical systems software and consulting services to users and vendor field engineers.

m. Manages USMA domain configurations. Coordinates external interfaces to USMA automation assets.

n. Manages USMA component of the Defense Message System capability and related interconnection for official electronic correspondence.

o. Manages USMA administrative COMSEC account and USMA component of the Army Domain Name Service architecture configuration.

p. Provides hardware, software, and system configuration life-cycle management of USMA domains components.

q. Monitors systems against malicious attacks, intrusions and denial of service by unauthorized exploitation of electronic assets.

r. Provides USMA Electronic Mail Service: management, administration, and support.

s. Provides remote access to USMA electronic assets. Coordinates with Army Network and Systems Operations Center to address security issues related to Army Systems.

t. Exchanges information technology implementation strategies with external educational institutions.

u. Develops, administers, and monitors compliance with policies and procedures associated with access to USMA electronic assets.

25-4.3.4 Help Desk

 Provides USMA-wide help desk and computer operations support

a. Receives Help Desk Trouble Calls.

b. Conduct IMO Meetings.

c. Provides web based training courses and maintain training facilities.

d. Executes Academy-wide life-cycle management for office machines and personal computer maintenance contracts (Tier-III hardware).

e. Monitors job scheduling and control.

f. Maintains security of the computer facility to include fire protection.

g. Provides centralized data-entry service for STAMIS.

h. Staffs computer facility during scheduled operational periods.

i. Provides computer production control and batch-run set-up for all over-the-counter computer user requests .

j . Operates assorted ancillary IT equipment (such as printers, envelope stuffers, decollators, and shredders) for functional users

k. Perform tape library services.

25-4.4. Services Division (SVC)

Provides USMA-wide video, photographic, sound, instructional devices, and document management services and support.

a. Reviews and analyzes execution of audiovisual (AV) objectives, projects, and operational effectiveness.

b. Provides general administrative supervision for special instructional programs.

c. Arranges for and supervises the typing, printing, and reproduction of material required for the administration and operation of the division.

d. Schedules all television (TV) and other AV playback requirements.

e. Administers the resource management system for the division.

f. Manages AV system maintenance of auditoriums and special VI facilities.

g. Gathers, evaluates, and selectively disseminates information about VI and instructional technology methods, techniques, concepts, devices, and systems.

h. Provides technical assistance, counseling, and consultation for the design, procurement, production, fabrication, and use of AV materials and equipment.

i. Provides control, scheduling, and monitoring of suspenses for AV operations, maintenance, and production actions.

j. Operates a still photographic laboratory that provides black-and-white or color photography for documentation and archival requirements.

k. Operates a fabrication facility that fabricates or produces VI items in wood, plastic, or metal for instructional program support.

l. Provides illustrations, drafting, and other artistic services in preparation of AV products.

m. Organizes and conducts selected instruction and briefings in the field of VI instructional technology.

n. Operates VI support systems to include public address, audio recording, film video projection, and multi-image projection systems.

o. Produces TV and motion picture programs and related VI products.

p. Operates the academic closed circuit television (CCATV) system including studio and remote equipment, teleconferencing facilities, and distribution facilities. Schedules academic programming and assists in scheduling public affairs programming.

25-4.4.1 Multimedia Branch

The mission of the Multimedia Branch is to provide West Point Garrison and USMA-wide support for video, audio, photographic, graphic, video teleconferencing, and web services.

25-4.4.2 Electronic Maintenance Branch

 Provides USMA-wide maintenance and repair support for communications equipment, public address sound systems, and audiovisual equipment.

 a. Provides direct support maintenance for communication-electronic equipment to include radio, paging, public address, and visual information systems and equipment.

b. Provides direct support maintenance for the academic television distribution system.

c . Installs radios and light bars in/on government vehicles.

d. Provides radio-programming support.

 25-4.4.3 Fabrication Branch

 Fabricates instructional products, such as dynamic models, cross- sections, cutaways, replicas and prototypes, in support of the academic program to enable and enhance the learning process.

a. Advises and assists faculty in research and development of instructional devices, models, training aids and equipment.

b. Provides technical assistance in the research of materials for projects, exhibits, displays, and production.

c. Performs specific production runs when cost effective, using Computer Numerically Controlled machines (CNC).

d. Provides consultation for major projects and supports instruction requiring visual aids.

e. Drafts detailed plans and determines specifications using traditional and computer aided design (CAD) methods.

f. Repairs and refurbishes existing Models, training devices and equipment.

g. Fabricates plaques, and accomplishes engraving as approved by command.

h. Assists USMA Directorates with technical advice, research, design, repair, and historical restoration or replication as approved by the command.

 25-4.4.4. Document Services Branch

 Provides official mail, distribution, records management, printing and publications services to the installation. Manages the Freedom of Information Act (FOIA) and Privacy Act (PA) programs.

Provides management oversight for all blank forms, USMA printing requirements with the Defense Automated Printing Service, USMA photocopier contract, and oversees the USMA Records Management Program. Administers the USMA official mail program to include delivery. Serves as liaison service to the US Postal Service.

a. Receives, scans, and distributes packages as directed.

b. Provides training, testing, and certification for mail clerks.

c. IAW DOD and USPS regulations, conducts inspections of all unit mail rooms.

d. Operates the USMA mail and distribution center.

e. Provides daily distribution services to West Point and weekly distribution services to USMA elements located at STAS.

f. Processes, distributes, and safeguards all classified incoming and outgoing documents and material.

g. Provides official mail services to include metering mail, fund accountability, and reporting.

h. Provides system administration for the Army Mass Mailing System.

i. Provides USMA with liaison service to the U.S. Postal Service.

j. Advises on mail and distribution matters.

k. Manages centralized requisition, processing, and distribution of government publications and forms.

l. Manages the DA electronic Forms Initiative to include incorporating USMA local forms into the program and incorporating new technology in the design, completion, and automated routing of electronic forms.

m. Advises USMA command in publications/printing matters to improve effective use of IM/IT resources.

n. Conducts format review of all draft USMA publications and assists in staffing actions.

o. Maintains USMA Master Files for original documentation/staffing papers of all USMA publications and forms.

p. Manages the DA & DD certificate completion program.

q. Conducts annual staffing and production of the USMA Staff Directory.

r. In concert with the Public Affairs Office, conducts annual staffing, revision, and distribution of the USMA Guidebook.

s. Serves as system administrator for the server containing the USMA Electronic Publications library, Publications web page, and electronic forms directory.

t. Manages the USMA Freedom of Information Act and Privacy Act programs.

u. Manages the USMA centralized copier contract.

v. Provides policy formulation, operational planning, resource programming, and program execution in the records management area.

w. Manages all elements of the Life Cycle Records Management Program.

x. Provides records management training, surveys, and assistance visits.

y. Conducts records management and military correspondence classes.

z. Manages and operates the DA Electronic Forms Initiative to include incorporating USMA local forms into the program.

aa. Operates and maintains USMA Records Holding Area and processes records prior to transfer to the USMA Archives or other storage activities.

bb.. Provides shredding services.
