Dear General Lennox,

         On behalf of the Council of Delegates of the Inter-American Defense Board, I extend to the United States Military Academy (USMA) our sincere congratulations on the occasion of the celebration of the Academy's Bicentennial Anniversary on 16 March 2002.

         The United States Military Academy, as one of the hemisphere's oldest military institutions, has consistently supported and provided the many military forces with quality- trained officers. The Academy's accomplishments are many and its distinguished graduates have done much to further the security of this hemisphere and encourage peaceful cooperation among its military forces.

         As we move into the 21st Century the need to continue producing first-rate officers to serve in our Armed Forces has not diminished. The Inter-American Defense Board is working to strengthen ties among the militaries in the region and welcomes any exchanges or cooperative programs with the USMA.
