Dear Commandant,

         I just received your kind invitation to participate in the observance of the bicentennial of the United States Military Academy at West Point

         On my personal name and on behalf of the Tunisian Navy, I would like to express my sincere congratulations to you and your institution for the tremendous efforts you are achieving.

         It would be my pleasure to be present on the march 2002 ceremony and to tell you by vivid voice my profound esteem but unfortunately, due to professional duties I will not be able to have such honor.

         Please, transmit my warmest and sincere congratulations to all your staff, personnel, graduates and cadets hoping to have the opportunity to visit your academy in the near future.

         I remain assured that you will continue as your predecessors to promote human values and ethics among new generations all over the world.
