         I would like to extend my heartiest felicitations on the bicentenary of the West Point Military Academy, which trains officers and commanders who will be assigned to various significant command groups of the US Armed Forces in the new millennium.

         I am firmly confident that the existing cooperation and bonds of friendship, which are improved bilaterally and within NATO between our countries, will be furthered in the future by these juveniles who will replace us.
