The Bureau of Population, Refugees, and Migration (PRM) is one of the State Department's functional as opposed to geographic bureaus that works with the UN and NGOs through management and funding. This indicates that the Bureau focuses on a particular issue wherever it arises around the world. As described in their mission statement, our focus is refugees, other migrants, and conflict victims. Their goal is to protect these people, who are often living in quite dangerous conditions.

State Department's Office of the Coordinator for Reconstruction Stabilization (S/CRS)
The mission of the S/CRS is: To lead, coordinate and institutionalize U.S. government civilian capacity to prevent or prepare for post-conflict situations, and to help stabilize and reconstruct societies in transition from conflict or civil strife, so they can reach a sustainable path towards peace, democracy and a market economy.
