All Soldiers reporting to
As we transition to privatized housing, the average waiting time for
family quarters is expected to increase beyond 90 days. The housing inventory will be reduced and future changes to housing
area grade designations will result in areas being mixed by grade until
the change over is complete. You
are advised to check with the Housing Division 30 days prior to your
arrival date to obtain the latest waiting time information.
Summer
Housing Assignment Procedure (previously
known as Housing Draw)
NOTE: The Housing Draw previously scheduled for 2 and 4 June 2008 is
cancelled.
If officers are not successful in obtaining quarters, they may place themselves on the Waiting List once they sign-in for duty. Please
review the following documents for the Summer Housing Assignment Procedure
Soldiers should plan to stay in temporary housing such as the Five Star Inn (Lodging Facility) or a local hotel/motel, while either waiting for on-post housing or locating housing off post. Reservations for the Five Star Inn may be made by telephoning 1-800-GO-ARMY1 or (845) 446-5943. Pets are not allowed at the lodging facility; however, arrangements for boarding may be made by telephoning the Morgan Farm Kennel at 845-938-3926. Family Housing:
Soldiers
assigned to
Pregnant
Soldiers with no other dependents may apply for family housing upon
verification of pregnancy by medical authority, but will not be offered
quarters until the birth of the child.
Placement
on the waiting list will normally be by the Soldier’s eligibility date,
which is when he/she signed out of their last permanent duty station as
long as application is made no later than 30 days after reporting to the
new duty station; otherwise, it is the date application is made.
Soldiers
from a dependent-restricted tour including involuntary extension beyond
initial tour will have an eligibility date as the date departed previous
duty station for the dependent-restricted tour or a maximum 14-month
credit. Soldiers who obtain family members during the tour and were
separated from those family members will receive credit for time
separated. Voluntary extensions beyond the initial tour negate all
credit.
Married
Officers in the grade of Colonel (06) will be assigned a minimum of four
bedrooms. Soldiers in the grades of Lieutenant Colonel (05), Major
(04), Chief Warrant Officer (CW5 and CW4), Sergeant Major (E9), Master
Sergeant (E8), and Sergeant First Class (E7) will be assigned a minimum of
three bedrooms. All other personnel will be assigned to quarters by
number of family members, based on their gender and age.
When
an inbound sponsor or spouse is pregnant as confirmed by medical authority
and is accompanied by other family members, the baby will be considered in
the bedroom count.
Occupancy by Nondependents: Without
the approval of the Housing Division, occupancy of quarters by
non-dependents and guests over 30 days is not authorized.
Non-dependents and guests are not family members and occupancy of quarters
by these individuals, even with approval from the Housing Division, does
not entitle the Soldier to an additional bedroom or parking space.
You
are advised to contact the Housing Division, 1-800-654-8845 prior to your
arrival to obtain current waiting list information.
Waiting Lists: Waiting List: The following Soldiers may be placed on the
appropriate waiting list by date of eligibility. Officers on the
waiting list 1630 hours on 30 April 2008 that have not been offered
quarters will be included in the Summer Housing Assignment Procedure.
a. Newly arrived Soldiers who have yet to be assigned quarters
(moving expense to be borne by the government).
b. Change in authorized grade category (moving expense to be borne
by the resident).
c. Change in bedroom authorization (moving expense to be borne by
the resident).
d. Military necessity (newly appointed Key and Essential personnel
presently residing off post) (moving expense to be borne by the
government).
e. Medical necessity as recommended by the Commander, MEDDAC, and
approved by the DPW (moving expense to be borne by the government).
f. Compassionate reasons as recommended by the Chain of Command,
reviewed by the Housing Council and approved by the DPW (moving expense to be borne by the resident).
Soldiers
who decline quarters will be placed at the bottom of the waiting list
effective the date of their declination; if offered quarters again and
they decline, their name will be taken off the waiting list.
Freeze Zone The
relative position of the top 10 percent of personnel on each waiting list
will be stabilized (freeze zone). Personnel who are Key and
Essential or have an approved exception to policy necessitating that they
be housed immediately will be placed above the freeze zone.
UPH: All unaccompanied personnel must
in-process with the Housing Division after signing in for duty and
inprocessing with the Adjutant General's Office. Limited SOQ/SEQ's
are available for Staff Sergeants and above who are bonafide bachelors.
Soldiers in the grade of Staff Sergeants and above who collect BAH at the
without dependent rate to include those designated Key and Essential may
live off post.
The
Housing Services Office is located in Building 626. Soldiers
searching for off-post housing may access the Automated Housing Referral
Network, www.ahrn.com to obtain rental
listings in the
Housing Services are available to Soldiers and Department
of the Army civilians. You must in-process through the HSO after
signing into your unit and prior to signing a lease. You are
required to provide the HSO with a copy of your signed lease.
You will be issued a statement of non-availability at your Housing
in-processing appointment.
If
you are departing
Those
unaccompanied officers getting married during the period 1 May – 31
August will be allowed to participate in the Summer Housing Assignment
Procedure for family quarters; however, they will be assigned to quarters
that will be available on or after the date of their marriage.
Soldiers
with family requirements of 5 bedrooms or higher may place their names on
the appropriate waiting list when they sign in for duty, select “less
than their authorization by grade or bedroom” in the Summer Housing
Assignment Procedure, or reside off-post. The
Soldiers are only permitted to sign for quarters after they have signed-in for duty, in-processed with the Adjutant General's Office, and in-processed with the Housing Division. Inbound
Soldiers should schedule a check-in appointment and sign for quarters
immediately upon availability date of quarters, but not later than seven ccalendar days after availability.
Inspections: Notice
of Intent to Terminate: When quarters are to be terminated, the
Sponsor will adhere to the following schedule and notify the Housing
Division, Facilities Management Branch, Bldg. 626, 938-6201.
(Must have Orders with an effective date within 90 days of timeframe or an
approved Exception to Policy to terminate quarters).
(1)
Provide 60 days advance notice of approximate termination date.
(2)
Provide a definite termination date at least 30 days prior to clearance.
(3)
Establish a pre-termination date at least 30 days prior to clearance.
(4)
During the Summer Housing Assignment Procedure timeframe: All
Officers/Key and Essential Civilians/Enlisted (Staff Sergeant and above)
Unaccompanied Personnel departing between 1 May and 31 August must have a
pre-termination inspection completed by 31 March 2008 (Orders are not
required at this time) and a final termination inspection must be
scheduled by 30 April 2008 for the date you expect to depart West Point if
you are in receipt of Orders or Request for Orders.
Approximately

Occupants desiring to use personally owned ranges or refrigerators in lieu
of Government equipment must submit their request in writing through the
Chief, Housing Division, DPW, Energy Management Branch, DPW, to the
Property Book Officer, DPW (ATTN: Furnishings Management Branch).
Request should include make, model, number of cubic feet, voltage
required, EER rating, and watts. Removal of Government
appliances will be at the convenience of the Government when
transportation is available.
2.
Installation of privately owned equipment, i.e., ranges and refrigerators
in quarters will be accomplished at the occupant's expense.
Installation of appliances that are hazardous, objectionable, incompatible
with design of the building or capacities of the utility system, or which
require substantial structural or mechanical changes are not authorized.
3.
All quarters are equipped with 220 volt outlets for clothes dryers.
