About Our Program

All storage tanks (Chemical and Petroleum Bulk Storage) on the US Garrison and United States Military Academy are regulated under the Environmental Protection Agency (EPA) and NYS Department of Environmental Conservation (DEC). Chemical Bulk Storage regulations are under NYS's 6NYCRR Parts 595-599. Petroleum Bulk Storage regulations are under NYS's 6NYCRR Parts 6120614.

Above ground (AST) and Underground (UST) are both regulated under the above regulations. The SPCC regulations were promulgated to include 55 gallon or more drums.

As USMA's capacity is over 1,100 gallons, all our tanks, including fuel oil tanks, must follow NYS Petroleum Bulk Storage (PBS) regulations. PBS regulates the proper labeling of all tanks, monthly inspection, registration and reporting of spills and leaks. All tanks greater than or equal to 55 gallons require secondary containment. This containment is a double wall tank with interestial (the space between the inner and outer) sides or a containment vault. The secondary containment needs to store 110 percent of the volume of the tank.

Tank inspections are necessary to find problems before they become a hazard i.e. rusting of tanks, leaky fittings and labeling. When a tank is decommissioned, we have to notify the proper authorities.
