DELIVERY OF BIDS AND PROPOSALS
Entry and exit to the U.S.M.A. is possible through two (2) gates:  Thayer Gate and Stoney Lonesome Gate. However, these gates are not open at all times. Check with your point of contact at the DOC, U.S.M.A. as to which gate you should use when visiting U.S.M.A.

HANDCARRIED BIDS & PROPOSALS
Handcarried bids and proposals are to be delivered to DOC, Room 100, 681 Hardee Place, USMA, West Point, NY 10996-1514 prior to the date and time established for receipt in the solicitation. The Government will not assume responsibility for handcarried documents that are released to persons other than authorized procurement personnel in the DOC. Authorized personnel are defined as those Government employees assigned to the Directorate of Contracting.

MAIL
It is important to address bids and proposals as shown on the front of the solicitation. Bids and proposals should be sealed in an envelope that is prominently marked with the solicitation number, opening/closing date and time of opening/closing.

COMMERCIAL COURIER SERVICES
When utilizing courier services, specify that the delivery must be made to the Directorate of Contracting, 681 Hardee Place, USMA, West Point, NY 10996-1514. Do not assume that overnight/express mailings will guarantee that your bid/proposal arrives prior to the scheduled bid opening/proposal closing time. It is strongly recommended, that if using "overnight", "next day" or "express" mailings, that you allow for an extra day. While many couriers guarantee "next day" delivery, they do not guarantee that your bid/proposal will arrive prior to the scheduled time.
