COL Shoop was appointed as Professor and Head of the Department of Electrical Engineering and Computer Science in 2014. His military assignments include Deputy Head of the Department, Science Advisor to the Director and Chief Scientist of the Joint IED Defeat Organization, Chief of the Afghanistan Military Academy Implementation Support Team, Senior Electronics Engineer at the U.S. Army Foreign Science and Technology Center, and Electronics Engineer for the Defense Satellite Communication Systems Earth Terminal Program. At West Point he has served as the Electrical Engineering Program Director and the Director of the Photonics Research Center. COL Shoop is a graduate of the U.S. Army Command and General Staff College and the U.S. Naval War College. His research interests include optical information processing, neural networks, image processing, disruptive innovations and educational pedagogy. He has served on the Board of Directors of the Institute of Electrical and Electronic Engineers, the Optical Society of America (OSA) and the Accreditation Board for Engineering and Technology (ABET). He served as the 2016 President and CEO of the IEEE, the largest technical professional society in the world with over 420,000 members in over 160 countries. COL Shoop is a Fellow of the IEEE, OSA and the International Society of Optical Engineers (SPIE). He is a licensed Professional Engineer in the Commonwealth of Virginia.
