Mr. Taylor spent 28 years on active duty in the US Navy, advancing through the ranks from seaman recruit to Commander. During this time he worked as a communications and computer specialist, spending nearly 20 years as a project officer for several highly complex IT/Computer based systems for the US Navy and Dept of Defense Intelligence communities. He was also deputy commander for the Navy's largest Communications and Computer Command. As an NSA civilian, he continued to manage complex inter-agency IT/Computer projects and systems for the US Intelligence Community. His work includes complex computer system simulation development, large scale database design and management. Artificial Intelligence applications in support of various analytic intelligence problems, simulation of complex hardware systems, implementation of an Intelligence Community Virtual University and management of large computer support organizations
