Section 1—Introduction to The United States Military Academy EMS Manual
1.1. Purpose of the EMS Manual
This Environmental Management System (EMS) Manual serves as a repository for documentation related to the United States Military Academy (USMA) at West Point EMS and includes:
- EMS Procedures that describe how to carry out key tasks within the EMS such as training, keeping track of legal and other requirements, or managing records.
- Programs & Controls that operate under the EMS, such as programs for achieving EMS objectives and targets or for carrying out audits.
- EMS Records that confirm the completion of specific EMS activities such as the identification of environmental aspects, the conduct of EMS training, or that management reviews were completed.
- Definitions and References that provide additional information useful to individuals reviewing or learning about the EMS.

This web-based EMS Manual was updated in January 2006.
The EMS Manual holds documentation on the identification of significant aspects, the setting of objectives and targets, the environmental management programs, the operational controls, the EMS audit programs and procedures, all other EMS procedures, EMS records and other descriptive information useful to anyone being introduced to the EMS or to those responsible for the EMS. 1.3. Summary of EMS Implementation at The USMA West Point
The US Department of the Army (DA) EMS policy directs a phased approach to EMS implementation. The Deputy Assistant Secretary of the Army (Environment, Safety, and Occupational Health) signed an action memorandum on 13 July 2001 directing installations to comply with EO 13148 ( Greening the Government through Leadership in Environmental Management) by meeting Army and Department of Defense (DoD) EMS implementation metrics by 31 December 2005, and then, through the use of continual improvement, to develop an ISO 14001-conforming EMS by September 2009.
1.4. Scope of EMS
The USMA at West Point EMS comprises operations under USMA ownership or control involving USMA cadets, instructors, civilian employees, etc., of the West Point, NY Campus/Facility including:
- On-site tenant facilities;
- On-site operations and Research and Development activities; and
- Supporting administrative functions related to these activities and operations.
Excluded from the USMA at West Point EMS scope are:
- Off-Site projects, facilities, activities and joint collaborations with academic institutions; and
- All West Point Health and Safety related operations and activities not otherwise included in the West Point Garrison Environmental Management System.
