Section 6 — EMS Programs and Controls
6.1. Introduction
This section includes documentation and references that allow the user to locate relevant documentation associated with the following EMS components.
A. EMS Audit Program: Describes the EMS Audit program conducted at the USMA.
This includes:
- Audit program scope
- Audit program objectives
- Roles, authorities, and responsibilities
- Audit or qualification and training
- Auditor schedule
B. Environmental Management Programs (EMPs): Are action plans designed to achieve the USMA’s EMS objectives and targets.
C. Operational Controls (OCs): Describes the OCs implemented for operations, activities, processes, products, and services with environmental aspects at the USMA.
6.2. EMS Audit Program
The West Point
Environmental Management System (EMS) Audit Program is implemented to
ensure that the organization allocates resources, provides qualified
auditors, plans the execution of audits and otherwise arranges for the
efficient and effective conduct of internal
EMS
audits in support of the Garrison EMS.
Internal
EMS
audits support the
EMS
and provide a periodic check of its status so that management can make
decisions regarding its continuing suitability, adequacy and
effectiveness. Internal
EMS
audits also assess conformance to the requirements of the ISO-14001
standard and are used to either do a compliance status check or to
verify that the organization periodically does such checks.
The West Point Audit Program is based on the ISO-19011
standard.

includes the approach, template, and checklists used by internal
auditors. The document can be viewed by West Point personnel at

6.3. Environmental Management Programs and Operational Controls
This section contains, or provides references to the Environmental Management Programs developed to achieve objectives and targets. The EMPs also describe the Operational Controls that have been established to control activities, products, and services and the sources of environmental aspects within them.
