is a researcher and writer in government and public policy. Her background includes many years as a journalist covering government and public policy. In addition, she has worked as a researcher, writer and editor at policy institutes, government agencies and universities. Ms. Kemmet has published numerous articles on public finance and agricultural economics in magazines and journals and is currently engaged in research related to local governance and economic development. She has a Master's Degree in Public Administration from California State University, San Bernardino with a specialty in public finance and is ABD from the University at Albany with doctoral work in public finance and political economics. Her military experience includes time spent in the Marine Corps and as a platoon leader with a M.A.S.H. unit. She is currently working on the Agribusiness Development Team (ADT) mission project.
