Remaining STAS employees face reduction in force

Michael Heller, the U.S. Military Academy’s civilian personnel officer, announced Tuesday that a Reduction in Force, or RIF, will be held for three Stewart Army Subpost appropriated-fund employees. The RIF will be effective Sept. 25. West Point officially divests from Stewart Sept. 30.

Heller said the RIF has been approved by the Department of the Army and that affected employees would soon be receiving the letters of notification.

"We expect employees at both Stewart and West Point to receive the letters of notification by early next week," Heller explained.

According to Heller, the RIF is necessary due to West Point’s divestiture from Stewart. But, he said, no employee will be without a new position.

"The three Stewart employees will bump three employees here. Those employees will be placed into existing vacancies on post," Heller said.

He said it is USMA’s policy to use existing vacancies to place employees.

"I have never had a situation where I didn’t use a vacancy," Heller added.

He said that even though employees still feel they’ve lost their jobs, the situation can only get better.

"Everyone will have an offer," Heller said.

To date, more than 35 Stewart employees have been placed without use of a RIF, he added.
