Honored for service

West Point’s garrison commander, Col. Arnold Smith, pins the Legion of Merit on Lt. Col. Thomas Kiggins.

Kiggins was awarded the medal for his service as Stewart Army Subpost garrison commander. During that time, Kiggins was tasked with handling West Point’s divestiture from the subpost.
