LTC Scott Handler is an Academy Professor and the Director of the International Relations Program at the United States Military Academy.  Originally commissioned as a Military Intelligence Officer, he is now a Cyber Warfare Officer who has served in a variety of tactical, operational, and strategic assignments.  Tactically, Scott was the executive officer (second-in-command) of a full-spectrum cyber operations battalion, commanded a military intelligence company, led an infantry scout platoon inside of the Korean Demilitarized Zone (DMZ) at Panmunjom, and was the primary and assistant intelligence officer in two light infantry battalions. Operationally, Scott served as Special Assistant to two Commanding Generals of the Multi-National Security Transition Command-Iraq and the NATO Training Mission-Iraq, which included facilitating an assessment of the Afghan Security Forces. Strategically, Scott served as Special Assistant to the Senior Leadership Team that created U.S. Cyber Command and Advisor in the Commander's Action Group at U.S. Cyber Command.  He also served as a White House Fellow from 2014-2015, where he was Special Advisor to the U.S. Secretary of Commerce.
Scott received a Ph.D. from Stanford University, a M.U.R.P. from the University of Hawaii as an East-West Center Degree Fellow, and a B.S., as a distinguished graduate, from the U.S. Military Academy.  He first served on the West Point faculty from 2011-2012 as an Assistant Professor of International Relations.  His primary research interests are in the areas of commercial diplomacy, state-building, and cyber policy and strategy.
